EPA’s Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) instilled the concept that a hazardous waste generator has ‘cradle to grave’ responsibility of their wastes. Essentially, a generator is still responsible for their hazardous waste even after it has been transferred to a federally licensed treatment, storage or disposal facility (TSDF). For this reason, it is essential that generators maintain all waste disposal manifests and related records in an organized and retrievable system.
